Note:

COMPENSATION PACKAGE:
During the training period of one year, Executive Trainees will draw Basic Pay of R 20600/-
and IDA, along with allowances up to 47% of Basic Pay under cafeteria approach. They will
also be entitled for other perquisites and benefits such as Performance Related Pay, Foreign
Compensatory Allowance, Liveries, Shift Allowance, HRA/ Company leased
Accommodation, Medical benefits, etc., as per extant company rules. On successful
completion of Training period they will be placed in the regular Pay Scale of R. 24900-50500/-
at E2A level and shall be on probation for a period of one year.
SELECTION PROCESS:
Eligible candidates would be required to undergo an All India written test. Candidates will be
shortlisted for Group Discussion and Personnel Interview based on the performance in written
test.
Test Centers
: The written test will be held in the following centers: Shimla, Dehradun, New
Delhi and Patna. Candidates have to choose any two cities as preference -1 and preference-2
as Test Center and no change in any circumstance will be considered subsequently. However,
SJVN reserves the right to add/delete any Center and allocate any Center to the candidates.
Written Test:
The test will be in two parts, Part-I will consist of 120 multiple-choice
questions of the relevant discipline and Part-II will consist of 30 multiple-choice questions on
Executive Aptitude. The eligible candidates will be informed separately about the date and

Group Discussion & Personal Interview
: Based on the merit and requirement, the candidates
qualifying the written test will be informed separately and be required to undergo Group
Discussion and Personal Interview before the Company’s Central Selection Board. Please visit

PLACEMENT:
The selected Trainees shall undergo one year training at various places. The final place of
posting will be allocated after successful completion of training. Candidates can be placed

Relaxations and concessions for SC/ST/Physically Challenged:
i. Upper age relaxable by 5 years for SC/ST as applicable.
ii. For Physically Challenged, upper age is relaxable by 10 years for General Category, 13
years for OBC and 15 years for SC/ST category.
iii. For SC/ST/Physically Challenged, no application fee is payable. Such candidates will
be required to produce the requisite certificate, in the prescribed format of Government
of India, from a competent authority, at the time of applying and interview, if called
for.
iv. All SC, ST and Physically Challenged candidates with aggregate marks of 50% in

Relaxation for OBC (Non Creamy Layer):

The OBC candidates who belong to ‘Creamy Layer’ are not entitled for OBC concession and

Concession for J&K Candidates:
Upper age limit is relaxable by 5 years for the candidates who had ordinarily been domiciled in
the State of Jammu & Kashmir from 01.01.80 to 31.12.89.
Relaxation for Ex-servicemen:
Age relaxation to ex-servicemen will be as per Government of India guidelines.
SERVICE AGREEMENT BOND:
The selected candidates who belong to General and OBC category will be required to execute a
service agreement bond of R. 2, 50,000/- to successfully complete the prescribed training and
thereafter serve the company for at least 3 years. This amount is R. 1,50,000/- for SC/ST
category and Physically Challenged candidates.
GENERAL CONDITIONS:
1.
The candidate should ensure that he/she fulfills the eligibility criteria and other
conditions mentioned in this advertisement as well as on the website
www.sjvn.nic.in.
The admission at all the stages of the Written Test/Interview will be purely provisional
subject to satisfying the prescribed eligibility conditions. Mere issue of Admit Card
/Interview Call Letter to the candidate will not imply that his/her candidature has been
finally cleared by SJVN. SJVN will take up verification of eligibility conditions with
reference to original documents at the time of Personal Interview.
2. For all the above posts, candidates should possess full time regular educational
qualifications which are from an Indian University/Institute recognized by
UGC/AICTE/appropriate statutory authority and only those candidates whose final
results have been declared as on closing date shall be considered eligible.
Result
awaited candidates need not apply.
3. In case it is detected at any stage that a candidate does not fulfill the eligibility criteria,
his/her candidature shall be rejected/ cancelled without assigning any reason, thereof.
Similarly, even after joining, if it is found that he/she has furnished any incorrect
information or suppressed any material information, his/her services shall be summarily
terminated.
4. Persons working under Central/State Govt./Public Sector Undertakings have to produce
No Objection Certificate(NOC) at the time of interview, failing which they will not be
allowed to appear in the interview.
5. The decision of the SJVN as to the eligibility or otherwise of a candidate for admission to
the Written test/Interview shall be final.
6. While filling in application form, the candidate should carefully decide about his choice
for the discipline for the written test. More than one application from a candidate giving
different disciplines will not be accepted in any case. Even if a candidate applies more
than once, SJVN will accept only one application at its discretion and the SJVN’s
decision in the matter shall be final.
7. The candidates called for the Personal Interview will be reimbursed return 2
nd Class AC
Sleeper Rail Fare by Ordinary Train/Bus fare by shortest route as per the rules of the
company.
8. Only Indian Nationals need apply.
9. The management reserves the right to increase/decrease the number of posts or consider
for lower posts/grade or not to fill up any of the posts or raise the minimum eligibility
standards
/ cancel candidature of any candidate / or cancel recruitment process without

10. Any legal proceedings in respect of any matter of claim or dispute arising out of this

CONDITIONS FOR INTERNAL APPLICANTS:
i. There is no age bar for Internal Applicants.
ii. Internal candidates having degree/diploma through correspondence/part time course from
approved /recognized institutes will be eligible to apply as per rules.
iii. For internal candidates AMIE in relevant Engineering discipline will be considered as a
recognized qualification. For Architect discipline, AMIE/Associate Membership of
Indian Institute of Architects (by examination) will also be considered. In Non Technical
Disciplines, courses awarded/recognized by IGNOU will also be considered. However in
respect of IGNOU courses duration of the course must match with the duration of
qualification prescribed for external candidates.
iv. Minimum qualifying percentage of marks will be relaxed by 5% in prescribed
qualification.
HOW TO APPLY
Eligible and interested candidates would be required to apply online through SJVN’s website:
www.sjvn.nic.in. No other means/ mode of application shall be accepted.
Before registering their applications on the website the candidates should possess the
following:
a) Valid e-mail ID and mobile number, which should remain valid for atleast one year.
b) Personal details and educational qualification details.
c) Candidates should have scanned copy of latest passport size photograph as well as
photograph of signatures in digital format (.jpg or .jpeg file only, less than 500 KB
size) for uploading with the application form.
d) All SC/ST/ PWD candidate need to upload their caste/disability certificates also in
.jpeg or jpg formats of not more than 500 KB each.
e) After applying online, candidate is required to download the registration slip and pay-in
-slip generated by the system with unique registration number. Candidates are required
to keep the printout of the Registration Slip which will be required at the time of
written test and interview along with the proof of having deposited the application fee.
f) General and OBC category candidates are required to pay a non-refundable application
fee of R 300/-. The Pay-in-Slip is to be downloaded from the website after completing
the registration process.
MODE OF PAYMENT OF APPLICATION FEE
:
There will be two payment options, online (Payment Gateway) or Offline (Bank Challan/ Payin-
slip). A candidate may opt for any one of the payment modes and proceed further
accordingly.
PAYMENT THROUGH PAY-IN-SLIP
a) State Bank of India has been authorized to collect the application fee in a specially
opened account at New Shimla Branch, Shimla, on behalf of SJVN. Candidate has to
approach ANY nearby SBI Branch with a printout of the “Pay-in-Slip” which will be
available once the candidate completes the registration process. The pay-in-slip printed
from the Portal only should be used for depositing the fee.
b) An application fee of Rupees three hundred along with bank charges of Rupees twenty
totaling to Rupees three hundred twenty only will required to be deposited by the
candidates.
c) Please note that after generation of Provisional Registration Slip and SBI Pay-in-slip, the
fee can be deposited from the next day (after 11 a.m.) onwards. Please ensure that you
deposit the Application Fee latest by 5
th September, 2013 till 4:00 PM.
d) Ensure that the SBI Pay-in-slip is stamped by the SBI Official and all the requisite details
are filled-in by the SBI official.
e) After depositing the Application Fee in SBI, you do not have to send any hard copy of
your Application. Nor do you have to feed the Fee deposit particulars on the website. The
fee you have paid in SBI gets automatically linked to your Application through our
software.
f) Fee once paid will not be refunded under any circumstances. Candidates are therefore
requested to verify their eligibility before paying the application fee.
PAYMENT THROUGH ONLINE PAYMENT GATEWAY
a) Facility to pay application fee through Net Banking, Credit/Debit Card will also be
made available. For this option, no pay-in-slip/challan form will be generated.
Transaction charges, if any, will be borne by the candidates.
b) After ensuring the correctness of the particulars of the application form, candidates will
be required to pay fees through the payment gateway integrated with the online
application portal. Candidates have to follow the instructions given on the screen. No
change/edition will be allowed thereafter.
c) On successful completion of the transaction, e-receipt and application form will be
generated, which may be printed for record.
d) If the online transaction is not successfully completed, candidates are required to
register again and make payment online.

antennas, Microwave Measurements, MASERS LASERS; Microwave Propogation.
Microwave Communication Systems-terrestrial and satellite based.
6. Computer Engineering
Number Systems; Data representation; Programming; Elements of a high level

7. Microprocessors

and power system.
SECTION-III
General ability test
The candidate’s comprehension and understanding of General English shall be
tested through simple exercises. Questions on knowledge of current events and of
such matter of everyday observation and experience in their scientific aspects as
may be expected of an educated person. Questions will also be included on events
and developments in Telecommunications, History of India and Geography. These
will be of a nature, which can be answered without special study by an educated
person.

NOTIFICATION FOR Recruitment of Junior Telecom Officers (Telecom) through Special Recruitment

Bharat Sanchar Nigam Ltd. [BSNL] will fill up 03 backlog vacancies of Junior Telecom
Officers reserved for Persons with Disabilities(PWD) through an open competitive
examination to be held in
19.02.2012 as per the details given below:-

In respect of Physically Handicapped persons, candidates with following physical
disability will be permitted:
i. Hearing Impairment (HI) - Partially Deaf
ii. Locomotive Impairment(LI) - one arm or one leg or both legs affected
(Only such persons would be eligible for reservations/concessions/benefits who
suffer from not less than 40% of relevant disability. The vacancies are
interchangeable i.e. if vacancy of one category of disability remains unfilled, it may
be filled by person of other category of disability)
Note:-
Even though the three vacancies are reserved for hearing impairment, the Persons with

locomotive impairment can also apply, but they will be considered for appointment if no qualified
candidates of hearing impairment category will be available.
1. Scale of Pay:
The Junior Telecom Officer shall be appointed in the IDA pay scale of Rs 16400-
40500 with annual increment @ 3% of basic pay plus HRA, Perks, Medical Benefits,
LTC etc. as admissible as per company rules.
The emolument at the minimum of the pay scale will be around Rs 25, 000/-
excluding HRA, perks, medical benefits, LTC etc.
2. Selection for a Particular Circle & Service liability
The BSNL comprises a number of territorial Circles and functional Circles. The
Junior Telecom Officer is a Circle-based Cadre and the candidates would be selected
against the vacancies in a particular Circle and required to serve minimum of 5 years in
that particular Circle only or until they are promoted to All India Cadre, whichever is
earlier. However, BSNL has the right to post any selected J.T.O. to any of the Circles
either temporarily or on permanent basis. The decision of BSNL in this regard shall be
final and binding. The service conditions, seniority etc. of selected candidates will be
determined as per prevailing rules of the Corporation from time to time.
3. Eligibility
3.1.
Nationality : Only Indian Nationals would be eligible to apply.
3.2. Educational Qualifications
:
3.2.1. JTO(Telecom)
Applicant must possess as on 31.12.2011, Bachelor of Engineering/Bachelor of
Technology or equivalent Engineering degree in any of the following disciplines from a
recognized engineering college/university:
i. Telecommunication,
ii. Electronics,
iii. Radio,
Iv. Computer,
v Electrical.
vi Information Technology
vii Instrumentation
Candidates appearing in the final year degree examination may also apply provided that
possess the required educational qualification by 31.12.2011.
3.3(a) Age:
The external applicant for JTOs(Telecom) should not be more than 30
years of age on the closing date for receipt of applications. However, the upper agelimit
is relaxable as per standing instructions of Government of India on this subject for:-
i) For PWD candidates upto 10 years for OC candidate; 15 years for SC/ST
and 13 years for OBC
ii) Ex-Service Men will get the benefit of age relaxation as per central
government rules;
iii) For Residents of J&K – Relaxation shall be in accordance with DoP&T’s
Notification No.15012/7/1991-Estt.(D) dtd. 7.12.2007 pertaining to
“Residents of State of Jammu and Kashmir (Relaxation of Upper Age Limit
for Recruitment to Central Civil Services & Posts) Rules 1997”.
3.3(b)
i) For BSNL employees the upper age-limit is relaxable by upto 5 years in
accordance with the instructions or orders issued by the BSNL;
ii) Govt. servants upto 5 years in accordance with the instructions or orders
issued by the Central Govt.;
Note I: Candidates belonging to SC/ST/OBC who are also covered under any other clause of 3.3(a)
above, viz those coming under the category of Ex-Servicemen, Persons domiciled in the state of
J&K will be eligible for grant of cumulative age relaxation under both the categories. The
candidates covered under clause 3.3(b) will get the maximum benefit that he or she will be getting
under clause 3.3(a) or 3.3(b).
Note II: The date of birth entered in matriculation or Secondary School Leaving Certificate or in a
certificate recognized by an Indian University as equivalent to Matriculation or in an extract from a
Register of Matriculates maintained by a University which extract must be certified by the proper
authority of the University or in the Higher Secondary or an equivalent examination certificate. The
certificates are required to be submitted only at the time of appointment. No other document
relating to age like horoscopes, affidavit, birth extracts from Municipal Corporation, Service
records and the like will be accepted.
3.4. Further in respect of apprentices who have undergone apprentice training in BSNL
successfully, there will be following provision:-
(a) An apprentice will be required to compete in the common competitive examination
conducted by BSNL along with other direct candidates and preference to the
apprentices over non-apprentices direct candidates will be given only if apprentices
secure equal place in merit in select zone and all other eligibility conditions being
equal.
(b) The apprentices would not be required to get her/his name sponsored by any
employment exchange.
(c) The apprentices would be entitled to age relaxation to the extent of the period for
which the apprentice had undergone training as apprentice in the BSNL.
4. Mode of selection and nature of Question Paper
The mode of selection is through an Open Competitive Examination. The examination will
be of three hours duration with one Question Paper containing the following three
sections:-
For JTOs(Telecom)
Section-I : Engineering stream : 50 questions
Section-II : Engineering stream : 50 questions
Section-III : General Ability Test : 20 questions
The Question Paper will be fully objective type with multiple options as answers to each
question. The standard of paper in engineering subjects will be that of Engineering
Examination of an Indian University.
However, there would be no separate time fixed for attempting the separate sections.

5. Minimum qualifying standards
BSNL may fix at its discretion minimum qualifying marks for each section as well as in
the aggregate. Candidates obtaining less than minimum-qualifying marks in any of the
sections or in aggregate shall not be considered for inclusion in the merit-list.
BSNL reserves the right to change the number of vacancies of Junior Telecom Officer
in Telecom cadre.
The appearance of the name in the merit-list does not confer any right on the
candidate for employment. A final call letter/ appointment letter will be issued to the
candidate after completion of all other formalities.
No request for revaluation of answer books shall be entertained in any case or under
any circumstances.
6. Choice of Examination Centre
The examination centre will be the Circle Headquarters city of the CGM. Examination
centre may be shifted if required at the sole discretion of BSNL.
7. Application Form
The specimen of the application form is included in this advertisement. Neatly typed [only
on one side of paper] copy in A4 size [30 cms. X 20 cms.] may be used for making
application. The completed application form should be sent by Registered post with self
address stamped acknowledgement card in the following address:-

8. No Fee payable by SC/ST/PWD
Since the examination is exclusively for Persons with Disabilities (PWD), there will be
no examination fees for such candidates. However, the disabled persons who would
otherwise be eligible for appointment to the post on the basis of the standards of
medical fitness prescribed for the post (including any concessions specifically
extended to the physically disabled) and who enclose a necessary certificate from a
Govt. Hospital/Medical Board in support of his/her claim for being disabled with the
application form.
9. Travelling Allowance to SC/ST candidates
The applicants belonging to SC/ST categories will be entitled to T.A. as per
provision of Ministry of finance (Deptt. Of Expenditure) O.M.No. 19014/3/77_E.IV(B)
dated 17.02.1978.
10. Closing date for receipt of Application Forms
Application forms complete in every respect must reach on or before
12.12.2011.
Applications received after the closing date or incomplete in any respect shall be
summarily rejected and no communication in respect of the rejected application forms
shall be entertained. BSNL shall not be responsible for any postal delay.
The applicants would be admitted to the examination on the basis of the information
furnished by them in their application form. They are, therefore, advised to ensure that
they fulfill all eligibility conditions before applying. In case it is found at a later stage that
the information furnished by an applicant is false or an applicant does not fulfill any of the
eligibility conditions, the candidature of such applicants would be cancelled and no
correspondence in this regard would be entertained. Issuance of an admit card for the
examination will NOT confer any right for appointment. Appointment will be solely
subject to fulfilment of all eligibility conditions.
11. Training and Bond
All candidates provisionally recruited shall execute Bonds in the format specified by the
BSNL indicating their willingness to serve the Circle allotted and Corporation for a period
of at least 5 years from the date of their appointment as JTOs. All candidates shall,
before their appointment as JTOs have to successfully undergo prescribed training as per
the training plan laid down and amended by the Company from time to time.
12. List of enclosures
a. Three identical passport size photographs out of which one should be pasted (not
stapled or pinned) on the application form, dully attested, and the other two attached
to the application (not to be pasted or attested)
b. Two self addressed unstamped envelopes of 27 x 12 cms size
c. Medical certificate in respect of Physically Disabled candidates
d.
Certificate of Apprentice training if undertaken in BSNL successfully
e.
In case of Govt. Servants/Ex-Service man service certificate to be enclosed.
13 Disqualifications
: No person
13.1Who has entered into or contracted a marriage with a person having a spouse
living, or
13.2 who, having a spouse living, has entered into or contracted marriage with any
person;
shall be eligible for appointment to the post of JTO :
Provided that BSNL may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and there
are other grounds for so doing, exempt any person from the operation of this rule.

. No request for withdrawal of candidature received from a candidate after he has
submitted his application will be entertained under any circumstances. Any dispute in
regard to the recruitment will be subject to the Courts/Tribunals having jurisdiction over
the place of concerned Circle office of BSNL where the candidate appearing in the
examination
.
